ദില്ലി: പരസ്യ കമ്പനികളുടെ ആവര്‍ത്തിച്ചുള്ള ഫോണ്‍ വിളികള്‍ ഉപയോക്താക്കള്‍ക്ക് ശല്യമാകുന്നത് തടയാന്‍ ടെലികോം അതോറിറ്റി നടപടികള്‍ ആവിഷ്‌ക്കരിയ്ക്കുന്നു. പരസ്യവുമായി ബന്ധപ്പെട്ട ഫോണ്‍ വിളികള്‍ക്കുള്ള മാര്‍ഗനിര്‍ദേശം ട്രായ് ചൊവ്വാഴ്ച പ്രഖ്യാപിക്കും. വ്യവസ്ഥകള്‍ ലംഘിക്കുന്ന ടെലിമാര്‍ക്കറ്റിങ് കമ്പനികള്‍ക്ക് വന്‍തുക പിഴചുമത്തും.

പരസ്യകമ്പനികളുടെ വിളികള്‍ക്കെതിരെ ഫോണ്‍ ഉപയോക്താക്കളുടെ പരാതി വര്‍ധിച്ചു വരുന്ന സാഹചര്യത്തിലാണ് നിയന്ത്രണം ഏര്‍പ്പെടുത്താന്‍ ട്രായ് തീരുമാനിച്ചത്. എന്‍ഡിഎന്‍സി (നാഷണല്‍ ഡുനോട് കാള്‍) സംവിധാനം 2007ല്‍ കേന്ദ്രസര്‍ക്കാര്‍ ഏര്‍പ്പെടുത്തിയിരുന്നെങ്കിലും ഇത് കാര്യക്ഷമമല്ലെന്ന് ആക്ഷേമുണ്ടായിരുന്നു. ഈ സാഹചര്യത്തിലാണ് പുതിയ മാര്‍ഗനിര്‍ദേശം പ്രഖ്യാപിക്കുന്നത്.

തിരുവനന്തപുരം: ഇന്‍റര്‍നെറ്റ്, മൊബൈല്‍ഫോണ്‍ ദുരുപയോഗം സംബന്ധിച്ച് സംസ്ഥാനത്ത് കഴിഞ്ഞ അഞ്ചുവര്‍ഷത്തിനുള്ളില്‍ പോലീസിന് ലഭിച്ച പരാതികള്‍ നാല്‍പ്പതിനായിരത്തോളം. ഇവയില്‍ രജിസ്റ്റര്‍ ചെയ്യപ്പെടുന്ന പരാതികള്‍ അഞ്ചുശതമാനത്തില്‍ താഴെ മാത്രം. എന്നാല്‍ 'ഹൈടെക് പരാതികളില്‍' രാഷ്ട്രീയം കലര്‍ന്നാല്‍ പെറ്റിക്കേസുകള്‍ പോലും ഊരാക്കുടുക്കായി മാറുന്നു.

സി.പി.എം സംസ്ഥാന സെക്രട്ടറി പിണറായി വിജയനെക്കുറിച്ചുള്ള പരാമര്‍ശമടങ്ങിയ സന്ദേശം തമാശയ്ക്ക് ഫോര്‍വേഡ് ചെയ്ത കുറ്റിപ്പുറം സ്വദേശി മൊയ്തുവിനുനേരെ സൈബര്‍ പോലീസ് സന്നാഹങ്ങളൊരുക്കുകയാണെങ്കിലും പതിനായിരക്കണക്കിന് മറ്റു പരാതികള്‍ എങ്ങുമെത്താതെ പോവുകയാണ്. മുഖ്യമന്ത്രിയുടെ ഔദ്യോഗിക വെബ്‌സൈറ്റില്‍ നുഴഞ്ഞുകയറ്റം നടത്തിയപ്പോഴും തങ്ങളുടെ വെബ്‌സൈറ്റുകള്‍ വികൃതമാക്കപ്പെട്ടതായി സര്‍ക്കാര്‍ സെക്രട്ടറിമാര്‍ പരാതി നല്‍കിയപ്പോഴും കാണിക്കാത്ത ഊര്‍ജസ്വലത, പാര്‍ട്ടി സെക്രട്ടറി നല്‍കിയ പരാതിഅന്വേഷിക്കാന്‍ സൈബര്‍ പോലീസ് കാണിച്ചുവെന്ന് ആരോപണമുണ്ട്. മാസങ്ങള്‍ക്ക് മുന്‍പ് പിണറായി വിജയന്റെ വീടിനെക്കുറിച്ച് വന്ന തെറ്റായ ഇ-മെയില്‍ സന്ദേശത്തിന് പിന്നിലുള്ളവരെ കണ്ടെത്താനും പോലീസ് ജാഗരൂകരായിരുന്നു. കേസ് ചെറുതാണെങ്കിലും 2009 മുതല്‍ നടപ്പിലാക്കുന്ന ഇന്ത്യന്‍ ഐ.ടി.(ഭേദഗതി) നിയമത്തെക്കുറിച്ച് ഇന്‍റര്‍നെറ്റ് ഉപയോക്താക്കള്‍ക്കിടയില്‍ ബോധവത്കരണം നടത്താന്‍ കൂടിയാണ് അന്ന് ഇ-മെയില്‍ സന്ദേശത്തിന് പിന്നില്‍ പ്രവര്‍ത്തിച്ചവര്‍ക്കെതിരെ തങ്ങള്‍ കര്‍ശന നിലപാടെടുത്തതെന്നായിരുന്നു സൈബര്‍ പോലീസിന്റെ വിശദീകരണം.

സൈബര്‍പരാതികളെക്കുറിച്ച് അന്വേഷിക്കാന്‍ 2006-ലാണ് സംസ്ഥാന പോലീസ് ഹൈടെക് സെല്‍ തുടങ്ങിയത്. 2008-ല്‍ ജില്ലകള്‍ അടിസ്ഥാനമാക്കി അന്വേഷണ സംവിധാനം തുടങ്ങി. 2009 ജൂലായില്‍ തിരുവനന്തപുരത്ത് സൈബര്‍ പോലീസ് സ്റ്റേഷന്‍ പ്രവര്‍ത്തനമാരംഭിച്ചു. ഇതിനുപുറമെ പോലീസ് സ്റ്റേഷനുകളില്‍ സി.ഐ റാങ്കിലുള്ള ഉദ്യോഗസ്ഥര്‍ക്ക് സൈബര്‍ കേസുകള്‍ അന്വേഷിക്കാമെന്ന നിര്‍ദേശവും നല്‍കി. ഈ സംവിധാനങ്ങളിലെല്ലാം കൂടി 2009 വരെ 36000 പരാതികള്‍ ലഭിച്ചു. ഈ വര്‍ഷം ഇതുവരെ അത് 40000 കടന്നു. തിരുവനന്തപുരത്ത് പോലീസ് ആസ്ഥാനത്ത് പ്രവര്‍ത്തിക്കുന്ന സൈബര്‍ സെല്ലില്‍ മാത്രം പ്രതിദിനം മുപ്പതോളം പരാതികള്‍ ലഭിക്കുന്നുണ്ട്. ഇവയില്‍ പകുതിയോളം മൊബൈല്‍ ഫോണ്‍ സംബന്ധമായ കേസുകളാണ്. മിക്കവയും ജില്ലാതലത്തില്‍ ഒത്തുതീര്‍പ്പാക്കുകയോ പ്രതികളെ താക്കീത് നല്‍കി ഫയല്‍ അവസാനിപ്പിക്കുകയോ ആണ് പതിവ്. മൊബൈല്‍ ഫോണ്‍ സംബന്ധമായ പരാതികള്‍ കഴിഞ്ഞാല്‍ ഓര്‍ക്കുട്ട്, ഫേസ്ബുക്ക്, ഐ.ഡി.മാറ്റല്‍, ഓണ്‍ലൈന്‍ തൊഴില്‍, ഓണ്‍ലൈന്‍ ലോട്ടറി തട്ടിപ്പുകള്‍, വിവാഹപ്പരസ്യ തട്ടിപ്പുകള്‍, ഇ-മെയില്‍ നുഴഞ്ഞുകയറ്റം എന്നിങ്ങനെയുള്ള പരാതികളാണ് പോലീസിന് ഏറെയും ലഭിക്കുന്നത്.

നാലായിരത്തോളം പരാതികള്‍ ലഭിച്ചിട്ടുണ്ടെങ്കിലും 26 കേസുകള്‍ മാത്രമാണ് ഈവര്‍ഷം സൈബര്‍ പോലീസ് സ്റ്റേഷനില്‍ രജിസ്റ്റര്‍ ചെയ്തിട്ടുള്ളത്. പിണറായി വിജയനുമായി ബന്ധപ്പെട്ട രണ്ടു കേസുകള്‍, ശശി തരൂര്‍ എം.പിയ്ക്ക് നേരെയുണ്ടായ വധഭീഷണി, സംസ്ഥാനത്തെ പ്രധാന നഗരങ്ങള്‍ തകര്‍ക്കുമെന്ന ഭീഷണി, നായര്‍ സമുദായത്തെ അധിക്ഷേപിച്ചുവെന്നു കാണിച്ച് എന്‍.എസ്.എസ്. നല്‍കിയ പരാതി എന്നിവയാണ് ഇതില്‍ പ്രമാദമായ കേസുകള്‍. ഇവ വിചാരണയുടെ വിവിധ ഘട്ടങ്ങളിലാണ്. നാളിതുവരെ ഒരൊറ്റ സൈബര്‍ കേസ്സില്‍ മാത്രമേ പ്രതിക്ക് ശിക്ഷ വിധിച്ചിട്ടുള്ളൂ. 2006-ല്‍ പെരുമ്പാവൂരില്‍ രജിസ്റ്റര്‍ ചെയ്യപ്പെട്ട കേസ്സില്‍സഹപ്രവര്‍ത്തകനെതിരെ ഇന്‍റര്‍നെറ്റിലൂടെ അശ്ലീല പ്രചാരണം നടത്തിയ പാസ്റ്ററാണ് സൈബര്‍ കേസ്സില്‍ ശിക്ഷിക്കപ്പെട്ടയാള്‍

Google Chrome netbooks are coming.

Google Chrome OS is one of the most eagerly awaited entities in the world of tech. Just like most Google services (remember Gmail remaining in BETA for well over 3 years), Chrome OS is also taking its time. But going by the present news, the OS may materialize sooner than we expect.

Many news sources, most emphatically the Taiwanese Digitimes, are equivocating views of hardware manufacturers shipping Chrome powered netbooks quite soon. And if the rumours are to be believed, those thinking of launching Chrome netbooks include Acer and HP, among many others.

But what catches the eye is the fact that Google itself may have plans of launching the first ARM powered netbook by the end of November (or perhaps early December). Sounds similar? Yes, Google adopted a somewhat similar strategy with its Android powered Google Nexus One.

Talking about the Chrome OS, it surely has one thing to its credit: the fact that it stands on the shoulders of a giant. And looking at the monumental rise in popularity of the Chrome web browser owing to its ease of use and simplicity, there seems to be no plausible reason to doubt the success of Chrome OS. Google have been talking about it as an Operating System, custom-built for the internet surfer keeping the netbooks in mind. Simply put, it means a minimalist environment that provides all (or most) of the functionality of an operating system in a browser-like tabbed interface. Based on a Linux kernel, Chrome OS is expected to resemble the browser in terms of UI.

Apparently, Linux based netbooks haven’t had much success in the past, but this can be attributed to the general users’ apathy towards UNIX. With Google deciding to ride the bandwagon, the scene is surely bound to change towards good.

As part of its strategy to introduce IT-enabled services and operations, the Kerala State Electricity Board (KSEB) is getting ready to launch a new-look web site which, board officials say, will act as a gateway for serving customers. The web site promises services such as online bill payment, bill view and print, complaint registration and tracking and search to locate contact persons and offices in the hierarchy with addresses, phone numbers and e-mail ids, a board official told The Hindu.

A calendar of important events and news of tenders and orders will also be posted on www.kseb.in.

The web site has been developed on a free-and-open-source-software (FOSS) platform by the information technology wing of the board in Kozhikode. While the open source solution Joomla has been used for its content management system, the programming language is PHP and the database software, MySQL, all FOSS solutions.

The web site will enable consumers of low-tension power in model sections to view and print their latest power bills. Those in the high- and extra-high-tension categories can also make online payments — in three months. Once the records of domestic consumers are computerised, the online bill payment system will be available to all.

Those wishing to plan their power consumption or crosscheck their power bills can use the “LT tariff calculator” on the web site. The consumer can arrive at his or her power bill by entering the consumption level and tariff. The consumption levels can also be calculated.

The public can use the web site to e-mail complaints about power theft to the board's vigilance wing, headed by an Inspector-General of Police. They can download tenders and application forms and get details of the latest tariff structure, answers to FAQs (frequently asked questions) and meter-testing facilities.

A committee constituted by the board has held discussions with major stakeholders before finalising the design of the web site, which will be hosted at the State Data Centre, Thiruvanan- thapuram.

കഴിഞ്ഞ ഒരു ദശകത്തിലേറെയായി കേരളത്തിലെ ആത്മഹത്യാനിരക്ക് ഇന്ത്യന്‍ സംസ്ഥാനങ്ങളില്‍വെച്ച് ഏറ്റവും കൂടുതലാണെന്ന് പഠനങ്ങള്‍ സൂചിപ്പിക്കുന്നു. കേരളത്തിലെ ആത്മഹത്യാനിരക്ക് അഖിലേന്ത്യാതലത്തിലുള്ള നിരക്കിന്റെ മൂന്നിരട്ടിയോളമാണ്. പ്രതിവര്‍ഷം, ഒരു ലക്ഷം പേരില്‍ 26 പേര്‍ വീതം കേരളത്തില്‍ ആത്മഹത്യചെയ്യുമ്പോള്‍, അഖിലേന്ത്യാനിരക്ക് ഒരു ലക്ഷം പേരില്‍ പത്തു പേര്‍ എന്ന നിലയിലാണ്. ഒരു വര്‍ഷം ഒന്‍പതിനായിരത്തോളം പേര്‍ കേരളത്തില്‍ ആത്മഹത്യ ചെയ്യുന്നുണ്ട്. ഇതിന്റെ പത്തിരട്ടിയിലേറെപ്പേര്‍ ആത്മഹത്യാശ്രമം നടത്തി പരാജയപ്പെടുന്നതായും കാണുന്നു.
